Garrett pulls plug on insulation scheme,
The ceiling has fallen in on Minister Garrett's insulation scheme.

As I said in my letter to the the Telegraph (further down page)
roof insulation has merit, but people will take advantage of a way to make easy money.
So the con artists and crooks flocked in and have ruined it for all

Crooks and con men don't follow guidelines.
There should have be action taken when stories of rorting surfaced on talk-back radio, but no that would be admitting a problem
